Summary
Over fifty participants from public and private sectors attended a 2-day workshop on the Philippine Health Information Exchange at the Department of Health Duque Hall, Sta. Cruz Manila from September 30 to October 1, 2013.
Fresh from the successful IT4UHC conference the previous week (more at www.aehin.org), Drs Paul Biondich, Shaun Grannis, and Engr. Derek Ritz extended their stay to provide input to the DBM-funded Philippine Health Information Exchange project.


The workshop started with Department of Budget and Management Undersecretary Richard Moya giving an overview of the Medium-term IT Harmonization Initaitive (MITHI) -- an effort of government to consolidate IT investments and assure integration of egovernment services to the citizenry.
This was followed in succession by presentations by DOST Director Denis Villorente on the eGovernment Masterplan and iGovPhil, Engr. Jovy Aragona on DOH health IT projects, Mr Jay Bernolia from PhilHealth, and Dr Portia Marcleo on telehealth updates.
Dr Shaun Grannis provided an overview of the OpenHIE Framework (
www.ohie.org) and its major components. Dr Paul Biondich emphasized the importance of governance and of community building behind every component of the OpenHIE. Engr. Derek Ritz added that a focused approach to implementing the HIE helps manage its complexity allowing it to scale quickly later on.
The participants were then split into small group discussions: client registry, provider/facility registry, terminology services on the first day and shared health record and interoperability layer on the second. Output of the groups are

At the end of the two-day workshop, there was an agreement that most of the major components of the PHIE can be implemented. The MITHI Cluster for Health Technical Working Group met in the afternoon to plan their next activities.
