Overview  

Sri Lanka is in the process of establishing the National Health Data Exchange that allows to link together the HIE components via interoperability standards. The National Electronic Health Record (NEHR), which is the longitudinal health record of a patient/client is a HL7 FHIR based Shared Health Record. This is deployed with a limited scope connecting some health information systems. As of now, there are more than 1 million records stored, however retrieval and visualization is not implemented yet. 

The Ministry of Health provides a Personal Health Number (PHN), which is a unique ID to all patients who visit the facilities, and the services provided are linked to the patient through this unique ID which is linked to the NEHR. Client registry is handled by the JeMPI in limited scope. Practitioner and facility registries are being designed.  

A medical supplies management system is implemented island wide and over 10000 medical and surgical items are managed through it including the request and estimation handling to support procurements.

There are DHIS2 based national level implementations to monitor programs related to reproductive, maternal, newborn, child, adolescent and youth health, and also public health campaigns.

The online Open Concept Lab is used as the Terminology service, to store the value sets/ Code systems and to map them to the International codes. The OpenHIM is used as the interoperability layer to mediate secure communication.

 




Governance

Ministry of Health Sri Lanka is the overall governing body and some institutes directly come under this, and the rest under the 9 Provincial Director Health services. There is a National digital health Steering Committee and a National digital health technical advisory committee. There is also a Technical Working Group (TWG) that is responsible for the digital health interoperability and NEHR.

Governance is an integral element of and key requirement for the establishment of a national digital health platform and the NEHR.
