For example, in the top scenario (LMIS updating a registry), are we talking about the LMIS system creating a new facility entry in the Facility Registry? Or about finding a matching record and updating some information such as Facility Name about that location? Either way, that is a complicated process because it might involve human approvals or things outside of the electronic systems. It also might involve issues of whether the change/update really requires assigning a new ID to the Facility. Like if we change the name and the GPS coordinates, are we really talking about an all-new facility that deserves a new ID?
